Well, of the 15 Neo guys I have, Big Convoy, Longrack, Break, Cohrada, Stampy, Guiledart, Dead End, Saberback and Sharp Edge were all new in package when I got them. Hardhead, Mach Kick, Heinrad, Magmatron, Archadis, and Sling were all loose. I feel very privileged.

If I had to guess, I would say a connection between a certain scene in RotF (think Simmons standing on a pyramid under Devy) and Heinrad's tanuki alt mode...

They basically took the original version and shrunk it. I feel he actually became more fiddly because of the smaller size.
And I don't know if you'd call it a modern update either considering it's been out for a while and only came out a few years after the original release. It's an inbetweener.
