I can answer that on the canadian front and apparently, our laws are similar (with Canada having stricter gun laws).
They are removeable. Some of these plugs were glued but that was early on, we havent sene that in a while.
About importing, which is what I will be doing for cost purposes, it can be held for a while but it wont be seised. At least not from my experience. I imported MP 05 twice and it didnt have a plug and it came smoothly. However, I also imported a reissue of G1 megatron who was in gun mode and made of metal. I dont know if you own that toy but it looks like a real gun. And it was held at cutoms, opened, investogated and then given their literal seal of approval. So, assuming our laws are similar, it can be held at customs, and your package can be opened but it will not be outright seized. Him being in robot mode, I think it will get a safe passage and I will be importing him from japan.
