a) the thought they can get away with it
b) the overall feeling of superiority
c) prejudice (of which racism is a part)
It's especially the latter that's dangerous, because it blinds people from exceptions of the so-called established rule that "that people is like that" or "that religion is like this". And the media is not really helping to dispel those ideas, nor the people who don't open their mind to the idea.

That's just wishful thinking that it's that simple. It's not "prejudice" that kill the criminals who resist arrest. It's what MUST be done to keep the officer safe and everyone else around the scene.
